Alter the name and usage of "Global Site Meta Keywords" and "Global Site Meta Description" from Global Configuration.
Expected benefits/ Problem solved
By its very definition, the same metadata cannot apply to each page. Its like giving the same title and description to every book in the library.

We could perhaps rename it is "Fallback metadata". The help button would read something like this: "It is recommended that you add unique metadata to every page. However, if none is entered, this metadata will show". This is how Joomlatwork.com's SEF Patch currently works.

I agree with you on this Steve. It should be clear what the impact is of defining global settings... Notice that some global settings will be a must, for example a copyright meta tag.

Like the idea of renaming it to "fallback metadata" as the global meta description is important and useful

Another thought:
Add a function to append or prepend the global title to pages. This allows recognized best SEM practice in being able to put some branding element (like a company name) sitewide.
The debate around this is not whethr there should be global sitewide branding, but whether it should be before or after the page title. Adding a switch meets both needs.
